The facts

What the bill actually says, no spin.

Makes it illegal for a person without authorized presence to have a falsified commercial driver license, punishable by a class 5 felony.
Allows police to seize a commercial vehicle if the driver was operating it at the time of the violation.
If the vehicle is titled to the driver, it is sold at auction.
If the vehicle is titled to an employer who knowingly hired the violator, the vehicle is sold and the employer must pay a civil penalty equal to the vehicle's fair market value.
Proceeds from the sale and penalties go to the Arizona highway user revenue fund.
