Utilities cannot disconnect residential electric or gas service for customers who have applied for home energy assistance between June 21 and Sept 23, and also cannot disconnect on Fridays, weekends, holidays, or when their call center is closed.
Utilities cannot charge deposits or reconnection fees for restoring service after a shutoff.
The utility commission must stop charging interest on unpaid bills.
Utilities must report quarterly data on low‑income customers, but without naming anyone.
The rule changes must be in place by Jan 1, 2027.
