College is already too expensive. This bill would give a small but helpful break to students who need it most. If you get a Pell Grant to help pay for school, you could get the sales tax back on every required book you buy. Because the credit is refundable, you get the money even if you do not owe any income taxes. It is a smart way to put a little cash back in the pockets of hardworking students.
