This bill stops power companies from counting fossil fuel waste as clean energy and forces them to buy real green energy if they get caught cheating.

What we think, in plain words.
Power companies have to use a certain amount of green energy like wind or solar. To prove they did it, they use special certificates. But some companies try to cheat by counting heat left over from burning dirty fuels as renewable. This bill closes that loophole. It says that if a power company uses fake or wrong certificates, the state will cancel them. The company will then have to go out and buy real green energy certificates to make up for it. This keeps our air cleaner and holds big utilities accountable to the rules.
