Right now, power companies can legally charge you extra on your monthly bill to plan small nuclear reactors. If the project flops, they only have to give you back whatever they get from selling the empty land. This bill would change the rules to protect your wallet. If the company misses its deadline to build the reactor, it would have to refund every single penny it took from customers. It would stop regular people from paying for a massive company's expensive mistakes.

- Under current rules, if the project fails, the company just has to sell the land and give customers the sale money.
