When you call for help in an emergency, you do not get to pick which ambulance shows up. If that ambulance is not in your insurance network, you can get stuck paying a huge surprise bill. This bill would protect you by making that practice illegal. It forces the insurance company and the ambulance service to figure out the payment themselves, so you are not caught in the middle.
