West Virginia has a major shortage of doctors. This bill tries to fix that by offering a sweet deal to new medical school graduates. If they move to the state and work in places that desperately need healthcare, they will not have to pay state income taxes for their first three years. It is a smart way to use tax money to help regular people get the medical care they need. If the doctors break their promise and leave early, the state gets its money back.
