- The bill adds Article 8 to Chapter 53, Title 44 of the South Carolina code.
- Public or private organizations may run safer syringe programs.
- Programs must provide free sterile needles, syringes, and disposal options.
- Programs must also offer emergency opioid antidotes and training.
- Employees, volunteers, participants, and law‑enforcement acting in good faith are immune from criminal and civil liability.
- Sen. Thomas Davis introduced the bill on Jan. 21, 2025 and it was sent to the Medical Affairs Committee.
