Getting a job or an apartment is almost impossible without an ID. But IDs and birth certificates cost money, which is a huge hurdle if you are homeless or just leaving foster care. This bill removes that unfair barrier. It makes sure people who are already struggling do not have to pay the government just to prove who they are.
